The water hardness scale
The classification below is the one the USGS publishes and the water treatment industry uses. The boundaries are conventions rather than physical thresholds: nothing changes abruptly at 120 mg/L, but the labels are a useful shorthand.

What actually changes as water gets harder
Soap and detergent
Hardness minerals react with soap to form the scum that rings a bath. The harder the water, the more soap is consumed before it lathers, which is the effect people notice first when they move between regions.
Scale on heating surfaces
Calcium carbonate is less soluble in hot water than cold, so it precipitates wherever water is heated: kettle elements, water heater tanks, dishwasher heaters, coffee machines. This is where hardness costs money rather than merely being annoying.
Fixtures and glassware
The white spots on glassware and the crust on a shower head are the same mineral left behind when water evaporates. Above about 10.5 grains per gallon it becomes persistent enough that people treat it as a cleaning problem rather than an occasional one.
Nothing about health
Hardness is not a health contaminant. Calcium and magnesium in drinking water are harmless and contribute modestly to dietary intake. Softening exchanges them for sodium, which is worth knowing if someone in the household is on a sodium-restricted diet; a potassium chloride softener or an unsoftened drinking tap is the usual answer.
